Nancy Hughes Moyer, M.S.W.
President and CEO
Nancy Hughes Moyer serves as the President and CEO for Volunteers of America of Illinois and has over 20 years of experience in the social services sector. Prior to being named as the CEO for Volunteers of America of Illinois, Ms. Hughes served as the Senior Vice-President of General Operations for Kids Hope United. Throughout her tenure at Volunteers of America of Illinois, Nancy spearheaded the Veterans services program and was responsible for the development of Hope Manor I, Hope Manor II and soon to be, Hope Manor Joliet. Under Nancy Hughes Moyer’s leadership, VOA of IL has grown from 50 employees, when she started, to now exceeding over 100 employees. Nancy Hughes Moyer is a graduate of Loyola University where she received a B.S. Degree in Social Work. She also holds a Master of Arts from the School of Social Work at Aurora University.
Rea Hobbs, M.A., Nonprofit Administration
Executive Vice President, Program Operations
Rea Hobbs has been with VOA of IL since October of 2006 and previously served as a Foster Care Case Manager, Program Support Coordinator, Director of Support & Compliance and Director of Human Resources and Office Administration. As Executive Vice President Program Operations, Ms. Hobbs is responsible for all day to day oversight and management of the Foster Care program, the True North Project for Veterans and Hero2Hero, a peer support program for Veterans. Ms. Hobbs holds a Bachelor’s Degree in Psychology and a Master’s of Non-Profit Administration Degree
David Savage, M.B.A.
Chief Financial Officer
Mr. Savage is responsible for financial and accounting operations, resource management, grants and contract compliance, and financial controls. He also provides financial leadership for all operating programs including housing and housing development by coordinating the compliance and financial operations of the organization’s child welfare programs; elder care programs and veterans programs. Mr. Savage has been with VOA of IL since September of 2016. Prior to joining Volunteers of America of Illinois Mr. Savage has held a variety of financial leadership roles for non-profit organizations including Director of Financial Operations at Chapin Hall at the University of Chicago, Chief Financial Officer of Civitas Schools and the Director of Operations and Finance for The Ancona School. He has also held various management leadership roles in the area of finance and corporate strategy for ATT in Illinois. Mr. Savage is a Certified Public Accountant and Certified Management Account. He has a MBA from the University of Indiana in Finance and Bachelors of Science in Finance from the University of Illinois.
Senior Director of Human Resources and Quality Assurance
Ms. Deichl has more than 18 years of experience working in the nonprofit sector. She joined Volunteers of America of Illinois in June of 2006. Ms. Deichl is currently responsible for leading the Human Resources and Quality Assurance strategies for Volunteers of America of Illinois , with a particular focus on performance and quality improvement. She is also responsible for oversight of the agency's Risk Management processes. Prior to joining Volunteers of America of Illinois, Ms. Deichl worked for six years at Kids Hope United- a human services organization serving children.
Vice President of Program Operations (Clinical and Hope Manor services)
Mr. Jones joined VOA in August 2015, bringing with him 30 years of experience in the not for profit and government sectors. His career includes work in Illinois, Michigan, and Oregon providing oversight of psychiatric crisis homes, outpatient mental health services, and permanent supportive housing. In his current role he is responsible for ensuring all clinical services recipients and Veterans living in VOA of IL’s locations in Humboldt Park, Englewood, Joliet, and Melrose Park receive compassionate and recovery-oriented Trauma Informed services. His commitment to excellence results in the strengthening of families and support networks, as well as hundreds of individuals obtaining and maintaining housing, increasing financial stability, and improving their health and wellness. He has a BA in Sociology and Communications and an MA in Counseling Psychology.
Vice-President of Housing Operations and Asset Management
Ms. Garcia joined Volunteers of America of Illinois in February, 2014, bringing with her over 30 years of experience in Affordable Housing. She has a long-term commitment to and a proven track record of achievements in regulatory compliance, asset management and administration of mixed-use portfolios including subsidized, conventional and Low Income Housing Tax Credits. Implementing desk, on-line and on-site audit programs through the use of policies and practices to ensure compliance with federal, state, and local regulatory requirements for Section 42 LIHTC/Section 8/Section 236/Section 202 and PRAC properties totaling over 4300 units throughout the Midwest, San Francisco & Puerto Rico. Being a Leader to her is more than just setting work schedules and managing an apartment community; it is about creating a community and recognizing with every interaction that this is home to the veterans and seniors we serve. Whether it’s training a leasing consultant on how to engage prospective residents or following up on the buildings up-keep, her efforts are focused on the mission at hand of positioning the organization as the leading national provider of resident centered housing. She has the following certifications: TCS – Tax Credit Specialist, MORS – Management Occupancy Review Specialis, CAHM – Certified Assisted Housing Manager, COS – Certified Occupancy Specialist, CMH – Certified Manager of Housing, CMM – Certified Manager of Maintenance.
Liliana Scales, M.A., Nonprofit Administration
Vice President of External Relations and Resource Development
Ms. Scales is responsible for leading the fundraising strategy for the organization with the primary focus on continuous financial growth through increased revenues. This includes generating, evaluating and pursuing opportunities, establishing key partnerships in the community, marketing the VOA of IL vision and mission and developing business plans for new initiatives. Ms. Scales is also responsible for community relations for external partnerships and media inquiries. Ms. Scales has been with VOA of IL since October of 2013. Prior to joining Volunteers of America of Illinois, she was the Assistant Director of Enrollment at John Carroll University. She received her Master’s in Nonprofit Administration from John Carroll University.
Director of Veterans Outreach and Agency Chaplain
Mr. Evans has been with VOA for 9 years. He is a Commissioned Minister of Service for Volunteers of America (2013 Class) and is Lead Pastor for VOA of IL. Mr. Evans is the Director of Veterans Outreach and Affairs, which allows him to advocate, promote and connect the Chicago area Veterans to our services. He has assisted VOA of IL with establishing partnerships with Jesse Brown VAMC, Hines VA and area Vet Centers along with Illinois Joining Forces and the City of Chicago Mayor's Veterans Council. Mr. Evans has a passion and dedication for upholding the mission of VOA and the clients we serve. Mr. Evans is a graduate of Iowa State University and holds a B.S. in Child Development.
