Nancy Hughes Moyer
President and CEO
Nancy Hughes Moyer serves as the President and CEO for Volunteers of America of Illinois and has over 20 years of experience in the social services sector. Prior to being named as the CEO for Volunteers of America of Illinois, Ms. Hughes served as the Senior Vice-President of General Operations for Kids Hope United. Throughout her tenure at Volunteers of America of Illinois, Nancy spearheaded the Veterans services program and was responsible for the development of Hope Manor I, Hope Manor II and soon to be, Hope Manor Joliet. Under Nancy Hughes Moyer’s leadership, VOA of IL has grown from 50 employees, when she started, to now exceeding over 100 employees. Nancy Hughes Moyer is a graduate of Loyola University where she received a B.S. Degree in Social Work. She also holds a Master of Arts from the School of Social Work at Aurora University.
Executive Vice President, Housing Operations & Asset Management
Prior to joining Volunteers of America of Illinois in 2011, Mr. Crow served as the Vice President of Programs at the Cara Program, a nationally recognized non-profit organization that provides intensive job and life skills training, job placement, and crucial support services to individuals who are homeless and at risk of homelessness. As the Chief Program Office/Director of Clinical Services, Crow offers direct supervision to the True North Program, the Veterans Services division of Volunteers of America of Illinois and Hope Manor I, Hope Manor II and Hope Hall- all supportive housing developments operated by VOA of IL. Through his consultation on program service effectiveness, process improvements and expansion and adoption of service delivery, Crow has helped the veterans’ services program at Volunteers of America of IL become more effective and efficient. Brandon Crow holds a Psy. D. in Clinical Psychology from the Illinois School of Professional Psychology, Chicago, IL.
Regional Housing Director
Mr. Burke is currently the Regional Housing Director at Volunteers of America Illinois managing a sophisticated multi-site/multi-state portfolio responsible for ensuring properties meet established financial, operational, and business goals. He has over 25 years of experience in management of affordable housing multi-family properties in California, Missouri and Illinois. Mr. Burke was CPM Candidate of the Year for the Institute of Real Estate Management Chapter 11 St. Louis, Missouri. He was also the Chapter 11 Executive Council Programs Chair and member of the St Louis Apartment Assoc. Mr. Burke has been with VOA of IL since April 2012. He previously held positions in California managing properties developed by A.G Spanos, owner of the San Diego Chargers and Phillip Angiliedes, (AKT Development) former treasurer for the state of California, as well as other California developers. Mr. Burke was a Regional Property Manager and Licensed Real Estate Agent in California for over 12 years in Los Angeles and Sacramento CA.
Executive Vice President, Program Operations
Rea Hobbs has been with VOA of IL since October of 2006 and previously served as a Foster Care Case Manager, Program Support Coordinator, Director of Support & Compliance and Director of Human Resources and Office Administration. As Vice President of Administrative Services, Ms. Hobbs is responsible for all day to day agency operations including personnel, grant compliance and compliance with the agency’s accreditation standards. Ms. Hobbs ensures the agency is using best practices with respect to hiring practices and staff retention. Ms. Hobbs is also responsible for ensuring the agency is operating pursuant to all legal and ethical requirements per the Department of Labor and Occupational Safety and Health Administration (OSHA) standards. Ms. Hobbs holds a Bachelor’s Degree in Psychology and a Master’s of Non-Profit Administration Degree.
Chief Financial Officer
Mr. Savage is responsible for financial and accounting operations, resource management, grants and contract compliance, and financial controls. He also provides financial leadership for all operating programs including housing and housing development by coordinating the compliance and financial operations of the organization’s child welfare programs; elder care programs and veterans programs. Mr. Savage has been with VOA of IL since September of 2016. Prior to joining Volunteers of America of Illinois Mr. Savage has held a variety of financial leadership roles for non-profit organizations including Director of Financial Operations at Chapin Hall at the University of Chicago, Chief Financial Officer of Civitas Schools and the Director of Operations and Finance for The Ancona School. He has also held various management leadership roles in the area of finance and corporate strategy for ATT in Illinois. Mr. Savage is a Certified Public Accountant and Certified Management Account. He has a MBA from the University of Indiana in Finance and Bachelors of Science in Finance from the University of Illinois.
Director of External Relations and Resource Development
Ms. Scales is responsible for leading the fundraising strategy for the organization with the primary focus on continuous financial growth through increased revenues. This includes generating, evaluating and pursuing opportunities, establishing key partnerships in the community, marketing the VOA of IL vision and mission and developing business plans for new initiatives. Ms. Scales is also responsible for community relations for external partnerships and media inquiries. Ms. Scales has been with VOA of IL since October of 2013. Prior to joining Volunteers of America of Illinois, she was the Assistant Director of Enrollment at John Carroll University. She received her bachelor’s in May 2007 and her Master’s in Nonprofit Administration May 2012.
